The City of Bluefield operates under the guidelines of the council-manager form of government, meaning that the Board of Directors appoints the City Manager to serve as the administrative head of municipal government.

The Board of Directors provides policy direction for the City Manager and his staff. The Board also appoints citizens to sixteen City boards, commissions and authorities. Three of these -- Sanitary Board, Housing Authority and Library Commission -- have full time staffs.
